The Voting Problem
Most elections are decided by the majority of people that actually vote, but for whatever reason our HOA was designed that unless a majority of homeowners are present nobody gets to vote. The board gets to appoint a new board, and they either pick themselves or their cronies. This effectively creates a monarchy out of what was meant to be a democracy.
Why This is a Problem
If an HOA can force a homeowner to spend an unlimited amount of money, this creates an unlimited liability. The natural counter-balance to HOA over-reach is elections, but since no Coosawilla homeowner has been allowed to vote in five years there is no effective counter-balance.
Give Owners a Voice
We propose the following policy:
- Any homeowner who receives a single notice totaling more than $200 is entitled to appeal that notice to all homeowners.
- Any homeowner who receives collective notices totaling more than $200 in a single month, is entitled to appeal all notices for that month to all homeowners.
There are numerous platforms for electronic elections which provide secure and auditable results. These cannot be used for the primary election without changing the bylaws, but they can be used for operational votes.
Starting The Change
The current policy will not change as long as the current board is in place, so we need everyone to vote.
We would love every single homeowner to attend the meeting, but we know you have stuff to do. What you can do is use a proxy votes, which lets you sign your vote over ahead of time. You can print out this form, pick somebody you agree with, and mail it to:
